Getting started with factura.com.do
The basics: what we do, what you need to have ready, and how long it takes to issue your first e-CF.
What is factura.com.do?
factura.com.do is Nubeteck SRL's Dominican platform for issuing e-CF to the DGII under Norma 01-2020. It covers all 10 e-CF types, withholdings, cancellation and reports 606, 607 and 608.
How do I create my account?
Create it yourself at /en/registro: you choose your workspace subdomain, verify your email and start on the Free plan. If you need help, write to ayuda@factura.com.do. Onboarding requires an active RNC, a valid tax digital certificate (which you can obtain through factura.com.do) and an e-NCF range authorized by the DGII in the Taxpayer Portal. The certificate expires after 12 months and renewal is billed annually as a separate charge: it is not included in any paid plan.
Do I need a digital certificate before I start?
Yes. The DGII requires every e-CF to carry a digital signature using a tax certificate issued by a provider accredited by Indotel: Avansi (Viafirma) or Digifirma. factura.com.do guides you through procurement and renewal. The certificate expires after 12 months and renewal is NOT included in any paid plan; it is billed separately each year. See Digital certificate for details.
How long does it take to start issuing e-CF?
If you already have an RNC, an active digital certificate and authorized e-NCF sequences, onboarding and the first real issuance can be completed in 1 to 3 business days. If you need a certificate, add 5 to 10 business days from the provider.
Can I migrate my data from another system?
Yes. Initial load of products, customers and vendors is done via REST API or through the platform forms; the implementation team supports you through the import. e-CF previously issued in another system are not transferred: they remain archived in the source system.
What happens to the NCF I was using before?
Traditional NCF (paper or pre-printed) are being phased out. While your e-CF mandatory date has not yet arrived, you can continue using them according to your calendar. After that date, only e-CF is valid. Check your calendar at /en/cumplimiento-dgii.
Do I have to change my accounting software?
Not necessarily. factura.com.do integrates with your accounting system via API (Corporativo plan) or by exporting reports 606, 607 and 608 ready to upload to the DGII and reconcile in your ERP. Technical details at /en/integraciones.
Is there a trial period?
You do not need one: there is a Free plan (RD$ 0, 5 e-CF per month, 1 user), with no card. Create your account at /en/registro and move to a paid plan when you need it.
Which plan is right for my company?
It depends on your monthly e-CF volume: Free up to 5, Básico up to 30, PYME up to 1,500 and Corporativo up to 10,000. If you need more in a given month, you buy a top-up. Details at /en/#planes.
How is it different from the free DGII invoicer?
The DGII's free invoicer allows up to 150 e-CF per month in Dominican pesos only, with no API, no webhooks and no automatic withholdings. factura.com.do adds multi-currency, integrations, automatic withholdings and support. The free invoicer works for evaluating small volumes; switching makes sense when you grow or need to integrate.

How to choose the right type, what to do when the DGII responds, and how to correct a receipt that has already been sent.
Which e-CF type should I issue?
It depends on the transaction:
- E31 — B2B with tax credit
- E32 — final consumer
- E33 — debit note (increases a previous e-CF)
- E34 — credit note (reduces or cancels)
- E41 — purchases from informal supplier
- E43 — minor expenses (petty cash)
- E44 — special regimes (Zona Franca, ProIndustria)
- E45 — transactions with the State
- E46 — exports
- E47 — payments abroad
What is the difference between E31 and E32?
E31 (tax credit) applies when the buyer is a registered taxpayer who needs to credit ITBIS or support deductible expenses; it requires the buyer's RNC and is reported in the 607.
E32 (consumption) is for final consumers, does not require an RNC, and is only reported in the 607 when the amount exceeds RD$ 250,000.
When do I issue a credit note (E34)?
When you need to cancel, correct information or adjust amounts on the original e-CF. The credit note always references the e-CF it modifies using a modification code: 1 total cancellation, 2 text correction, 3 amount correction (covers return, discount or rebate). This is what Norma General 01-2020 recognizes.
And a debit note (E33)?
When you need to increase the amount of a previous e-CF: late-payment interest, freight, subsequent costs or closing adjustments. Use modification code 3 (amount correction).
How do I issue a consumer e-CF (E32) without the customer's RNC?
E32 can be issued without the buyer's RNC. If the receipt amount exceeds RD$ 250,000, the DGII requires identifying the recipient (ID card or passport) and it must be reported in the 607.
How do I invoice a government entity (E45)?
Use E45. The State withholds 100% of ITBIS. factura.com.do automatically records the withholding in the MontoTotalITBISRetenido field and it is reflected in the State supplier's 606.
How do I invoice an export (E46)?
Use E46. The transaction carries ITBIS at 0% for exports; the e-CF requires the destination country and identification of the foreign buyer. The invoice can be issued in USD or another currency; the conversion to DOP uses the daily exchange rate the platform fetches automatically from an exchange-rate service.
How do I invoice a payment abroad (E47)?
Use E47 when you pay a non-resident. ISR withholdings apply (27% by default, adjustable under a double-taxation treaty) plus 100% ITBIS if the service is consumed in the Dominican Republic. It is reported in the 609 monthly.
How long does the DGII take to respond to a submitted e-CF?
The acknowledgement of receipt is immediate (seconds). The DGII's acceptance or rejection response normally arrives in under 5 minutes, with a maximum cap of 24 hours. While you wait, the e-CF remains in processing status.
What happens if the e-CF is rejected by the DGII?
A rejected e-CF is not considered issued: it creates no tax obligation and does not consume an e-NCF sequence for the recipient. You correct the error based on the reason returned by the DGII (invalid RNC, invalid signature, exhausted sequence, totals mismatch) and resubmit. Each web service response is documented in the receipt detail within factura.com.do.
What do I do with a "conditionally accepted" e-CF?
The e-CF is valid and was reported, but the DGII detected observations. If they affect the transaction (wrong RNC, incorrect amount) issue a credit note (E34) to correct. If they are warnings with no tax impact, you can keep it as is.
Can I modify an e-CF that has already been sent?
Not directly. An e-CF accepted by the DGII is immutable. To correct it, you must issue a credit note (E34) to cancel or adjust, and then a new e-CF with the correct information.
DGII compliance and regulations
Mandatory dates, legal framework, penalties, reports and common questions about Law 32-23 and Norma 01-2020.
When is e-CF issuance mandatory for me?
It depends on your classification:
- Large nationals: mandatory from 15 May 2024.
- Large locals and medium-sized: from 15 May 2025.
- Small, micro and unclassified: extended deadline of 15 November 2026 (Executive Branch announcement, 6 May 2026).

What is the legal framework for e-CF?
Three regulatory pillars:
- Law 32-23 — 16 May 2023, general electronic invoicing law.
- Decree 587-24 — 10 October 2024, implementing regulation.
- Norma General 01-2020 — technical standard defining the 10 e-CF types and the XML structure.
What are the penalties for not issuing e-CF when it is already mandatory?
Art. 257 of the Tax Code allows fines of 5 to 30 public-sector minimum wages. The base is calculated on the current public-sector minimum wage (MAP Resolution), not the private-sector minimum wage.
What happens to my paper invoices after the mandatory date?
After your mandatory date, only e-CF is valid. Paper invoices and pre-printed NCF lose their tax-support value. Cancelled e-CF are reported in the 608.
Do I have to keep e-CF records? For how long?
Yes. Art. 50 of the Tax Code requires keeping receipts for 10 years. factura.com.do stores signed XML files and graphic-representation PDFs with backup.
How do I request e-NCF sequences?
Sequences are requested in the DGII Taxpayer Portal (Tax Services → Tax Receipts → Request e-NCF). Ranges are assigned by e-CF type. factura.com.do consumes sequences automatically and alerts you when you are approaching the end of a range.
What is contingency mode and when does it apply?
When there is a connectivity failure with the DGII (portal outage, local internet, etc.) you issue in contingency mode: the e-CF must carry the mandatory notice "e-CF emitido en modalidad de Contingencia" and you must submit it to the DGII within 72 hours of service restoration (Chapter IX of Decree 587-24, articles 35 to 38).
How are reports 606, 607 and 608 filed with e-CF?
With e-CF active, reports 606 (purchases), 607 (sales) and 608 (cancelled) are pre-populated automatically from the Taxpayer Portal. You only validate and sign. factura.com.do exports the files in the DGII txt format if you prefer to review before uploading.
Do I need to file 606 and 607 if everything is e-CF?
Yes. The report must still be filed even though the data comes from e-CF; with e-CF the difference is that the portal pre-fills it. The obligation is monthly, on the 15th of the following month.
Are invoices to individuals (final consumers) reported?
Only if the amount exceeds RD$ 250,000 per receipt. Below that threshold it is reported in summary form in the 607. factura.com.do calculates the cutoff automatically.
Tax digital certificate
What it is, which providers the DGII authorizes, how much it costs and how to manage it from factura.com.do.
What is the tax digital certificate?
It is a certificate issued by a certification authority accredited by Indotel and recognized by the DGII. It is used to digitally sign each e-CF with legal effect equivalent to a handwritten signature.
Which providers are authorized?
The Indotel-accredited providers listed are Avansi (Viafirma) and Digifirma (Cámara de Comercio de Santo Domingo). Always confirm the current list on the Indotel portal before signing up, as accreditations change.
How much does a digital certificate cost?
It depends on the provider and modality:
- Avansi (Viafirma): around RD$ 2,360 per year, valid for 12 months.
- Digifirma: around RD$ 3,500.
Confirm prices and validity directly with the provider; the figures above are indicative.
Does factura.com.do manage the certificate for me?
Yes. We charge RD$ 14,000 for the initial issuance and certification for individuals and legal entities using factura.com.do. If you are integrating your own invoicing system, we handle it as a consulting engagement (RD$ 70,000, requires prior contact). The initial payment covers coordination with the provider, installation support and the first 12 months of validity. Annual renewal (RD$ 2,360/year) is billed separately and is not included in any paid plan.
When is the digital certificate renewed?
The tax certificate used by factura.com.do is valid for 12 months. Renewal is managed annually and billed separately (RD$ 2,360/year through factura.com.do, or directly with your provider). It is not included in any paid plan. Confirm validity and modality with your provider before signing up.
What happens if my digital certificate expires?
e-CF can no longer be signed and the DGII rejects submissions due to invalid signature. Issuance stops until you renew. It does not by itself generate a penalty, but it does create non-compliance if you cannot issue when already obligated.
Can I use the same certificate in multiple systems?
Yes, but not simultaneously from multiple physical locations if the certificate is on a USB token. For multi-company or multi-branch use, we recommend a cloud certificate (Avansi cloud, Digifirma cloud), which allows concurrent use.
Does my individual certificate work for my company?
No. The DGII requires the certificate of the issuer: if the company is a legal entity, the certificate must be the legal entity's (with its RNC), not that of the legal representative as an individual.
Integrations, API and webhooks
REST API, DGII environments, webhook events, authentication and error policies.
Does factura.com.do have an API?
Yes. REST API with X-Api-Key authentication, sandbox (testecf) and certification (certecf) environments in addition to production (ecf). It is available on the Corporativo plan. Full documentation at /en/integraciones.
How do I get my API credentials?
From your account: Settings → API access. You create an application with a name and an expiry date, and copy the token. Each key is linked to the user who creates it. You can generate multiple keys for different systems and revoke each one individually.
What is the difference between sandbox, certification and production?
Sandbox (testecf) is the development environment: no real submission to the DGII.
Certification (certecf) uses the DGII's real services in their test environment; this is where the DGII verifies before enabling production.
Production (ecf) issues real e-CF with tax effect.
Do you have webhooks?
Yes, on the Corporativo plan. We support 28 events: creation, update and deactivation of customers, products and suppliers; creation, update and cancellation of invoices, notes, expenses and quotes; and DGII status changes (approved, rejected, conditionally accepted, processing). Each webhook is configured with its URL, HTTP method and the headers your receiver needs.
Do webhooks have automatic retries?
This feature will be available soon. For now, you must ensure your endpoint responds with 2xx; events without acknowledgement are not automatically redelivered.
Do webhooks have HMAC signatures?
This feature will be available soon. We recommend validating by source IP and using the authentication header you define in the webhook subscription (for example, a shared secret in X-Webhook-Secret).
What is the API rate limit?
This feature will be available soon with published limits. Today we operate on a fair-use basis; contact us if you need sustained high volume.
Do you have an official SDK?
We do not distribute an official SDK or a downloadable client. The API is REST with JSON and X-Api-Key authentication, so any HTTP client can consume it. The reference is at /en/desarrolladores.
Is there a native connector for SAP, Odoo, SAP Business One or NetSuite?
We do not have pre-packaged native connectors. Integration is built on the REST API and webhooks, available on the Corporativo plan. We have documented integration cases for SAP, Odoo, SAP Business One and NetSuite with a typical effort of 1 to 3 sprints depending on flow complexity.
How do I handle transient DGII errors from the API?
If the submission to the DGII fails (5xx error or timeout), the receipt is marked with the returned error and is not retried automatically: check the reason, correct it and issue again. If the DGII receives it, it stays processing and the platform checks its status in the background; listen to the status-change webhook to know when it is accepted or rejected.
Billing and plans
Pricing, what counts as an e-CF, plan changes and payment methods.
What are the plans and prices?
Four plans:
- Free: RD$ 0 (5 e-CF per month, 1 user).
- Básico: RD$ 1,200 per month (30 e-CF).
- PYME: RD$ 3,500 per month (1,500 e-CF).
- Corporativo: RD$ 12,500 per month (10,000 e-CF).
With annual billing you save 10%. Details at /en/#planes.
What counts as an issued e-CF?
Each e-CF the DGII receives (when it returns its TrackId) deducts 1 from your quota, including credit and debit notes. If the DGII later rejects it, the deduction is not refunded. If the submission fails and the DGII never receives it, nothing is deducted.
What happens if I exceed my plan limit?
We alert you at 80% and 100% of your monthly quota. When you run out, issuance pauses until you buy a top-up to keep issuing without changing plans, or upgrade to a plan with a higher quota. We do not charge an overage fee.
Can I downgrade my plan?
Yes. To switch to another paid plan, use the Change plan dialog inside the app: it opens a new checkout for the plan you choose. To move down to the Free plan, cancel your subscription from Manage billing (the Lemon Squeezy portal).
Do prices include ITBIS?
No. Listed prices are before ITBIS (18%). ITBIS is added on the monthly e-CF.
What payment methods are available?
Card and PayPal. Payments are processed by Lemon Squeezy, and its portal holds your receipts and subscription management.
Is there a discount for annual payment?
Yes. With annual billing you save 10%: for example, Básico comes to RD$ 1,080 per month.
What happens if I cancel my account?
Your workspace moves to the Free plan. You keep the quota you already had until it expires and receipts already issued are not deleted; from then on the Free plan limits apply (5 e-CF per month, 1 user).
Account, security and permissions
Two-factor authentication, account recovery, roles, multi-company, branches and password policies.
How do I enable 2FA on my account?
Settings → 2FA authentication. We support TOTP (Google Authenticator, Authy, 1Password, Microsoft Authenticator). You generate single-use backup codes on activation; store them in a safe place.
How do I recover my account if I lose my 2FA device?
Use one of your backup codes. If you have also lost those, contact support with identity verification: the account holder's ID card and the company's authorized signature.
How do I manage my team's permissions?
Each user is invited by email and receives one of two roles: administrator (manages settings, users and catalogs) or user (issuance and lookups). Configured from Settings → User management.
Can I manage multiple companies in a single account?
No. Each account belongs to a single company (one RNC), with its own subdomain. If you manage several companies, each one needs its own account.
Can I have branches?
Yes. You register your company's branches with their address. e-NCF sequences belong to the company, not to each branch: all branches share the same numbering per receipt type.
What do I do if I suspect my account has been compromised?
Immediately change your password and revoke active API Keys (Settings → API access). Contact support to review account activity and coordinate next steps.
Is there a password strength policy?
Yes. Passwords must have at least 8 characters.
Do you have single sign-on (SSO)?
Yes, on the Corporativo plan. An administrator configures external sign-in providers compatible with OpenID Connect (OIDC) from the account settings.
